Net Operator/Admin Code of Conduct/Responsibilities

Net Operators and Admins (those who run the IRC Servers) are entrusted to make sure your IRC networkis a safe, friendly and welcoming IRC network.

To help you achieve this, you have certain powers and responsibilities.  You should read the Usage Guidelines and understand these.  You should also be aware of the technical side of IRC so you can ensure a safe IRC environment.

The guidelines are just that - guidelines.  Each network will have their own, formal or informal.  The following are for a network called Dreamwave.

Admins:

Admins and co-admins are required to be on Dreamwave (not just idling) and in the channel #dreamwave a good number of hours per week.  If you are going to be away for any length of time please let others know.

Admins are responsible for keeping all their C/N/H/U/Y lines current.

Admins are responsible for the training of their Net Operatorss. Any action taken by a Net Operator is the responsibility of the admin.

Admins must follow all rules listed for Net Operators. This does not change the online requirement for Admins.

No DreamWave server is allowed more than 5 operators. This limit includes server administrators, global operators and local operators. This limit does not include backup operators.

Net Operators:

Net Operators (IRCops) are required to be helpful and courteous to all users as they represent our network, and attempt to answer any IRC related question asked of them.

They are also expected to, when opered up, be in #DreamWave to help with any questions/requests/problems and to set themselves at -i in order to be as accessible as possible to all users.

Net Operatorss are not to get involved in channel matters unless requested by the founder or a majority of the current channel operators of that channel, OR if there are NO active channel operators.

If there are NO active ops, a Net Operator is permitted to aid the channel if there are problems (i.e. flooding). Once the problem is solved, the Net Operator must IMMEDIATELY deop themselves, send a memo to the founder of the channel explaining the situation, and send details of the incident to netops@dreamwave.org.  Keeping logs is also a good idea.

If there are no problems, a Net Operator may NOT op themself on any channel on which they have no access, or join a channel and demand a ban be removed or /kill a channel operator for kick/banning a Net Operator. However, if a channel is in despair, and has absolutely no active ops, a Net Operator may aid the channel. It is extremely important that an Net Operator not interfere with a channel if there are no problems, and doing so WILL result in punishment.

Net Operators cannot nuke or otherwise harass users/admins/Net Operators of Dreamwave or any other network they may be visiting at any time for any reason.

Use of Kill/Akill

Use of /kill should be very limited. Acceptable reasons include channel takeovers, constant akick/ban evasion, clone bots, or other similar infractions.

Acceptable reasons for akills include (after warnings as described in the Usage Guidelines):

  • D.O.S. (denial of service) attacks,
  • akill evasion,
  • use of spoofed IP,
  • damage to servers,
  • major abuse of services,
  • repeated mass advertising of other networks,
  • creating channels or otherwise advertising illegal or underage pornography or other illegal activities.  Adult only channels are acceptable as long as protection is taken against underage users joining.  This will include having Age 18+ or Age 21+ at the start of the topic.
  • or other similar infractions.

It should be noted that ctcp (ping, time, finger, etc.) floods are not akillable offenses as this situation can be remedied with the use of /ignore, unless there is sufficient intent to cause harm.

If a NET operator secures or drops a channel, or sets an akill for a slanderous and/or abusive channel topic or channel name, the NET operator must immediately send the details to netops@dreamwave.org.  Again keeping logs can be very useful.  Any discussions should be kept on this email list.

Any appeal must be made admins@dreamwave.org.  Any further discussions should be made via this list, and agreement will be made and communicated.

Any Net Operator found abusing this authority may be disciplined: up to and including removal of O:line.

New NET Operators

If the network or any server needs a new Net Operator, then a server admin will approach you.  It is rare that there is a vacancy.

Prior to any person becoming a Global Net operator on DreamWave, the following must occur:

  • The person must have completed approved training
  • the Net Admin, co Net Admins, and services operators must be notified.
